A woman died after she was caught in a rip current in Asbury Park.  Flooding from Jose shut down Ocean Drive between Avalon and Sea Isle City. Jose impacted this area mostly with its outer bands, which is why damage was very limited here. Despite weakening to a tropical storm on September 14, Jose managed to regain hurricane intensity the next day as it began to curve northwards. Later on, Jose brought heavy rain, swells, and rough surf to the East Coast of the United States, causing beach erosion and some flooding.  The depression continued to organize, with satellite imagery indicating banding features becoming more well-defined, as a result of an upper-level anticyclone and a westerly jet.
Nonetheless, Jose still brought tropical storm-force winds to those islands. The storm brought heavy rainfall to the Lesser Antilles, with some areas experiencing more than 18 inches (460 mm) of precipitation. , The storm fully recurved to the northeast on October 22, while initially no significant change in intensity occurred. Hurricane Jose hammers Antigua, heads towards V.I. Sustained winds of the island were slightly less than 62 mph (100 km/h) and gusts were under 93 mph (150 km/h).  Women and children of Saint Martin attempted to flee the island, although men stayed.  Later on October 22, the storm began re-developing deep convection, though it still maintained a sheared system appearance. Throughout the day, the hurricane warnings in Guadeloupe, Dominica, Antigua, and Desirade were discontinued. By 2100 UTC on October 21, all watches and warnings in effect were discontinued.

Hurricane Jose was a powerful and erratic tropical cyclone which was the longest-lived Atlantic hurricane since Hurricane Nadine in 2012. Several buildings were also severely damaged.  The storm weakened below major hurricane status 06:00 UTC the following day, and below Category 2 status by 18:00 UTC September 11 as higher wind shear began to erode the core.
 At another location, wind gusts reached 100 mph (160 km/h) and precipitation amounts up to 15 inches (380 mm).
Additionally, trees uprooted by the winds caused roads to become impassable. , Hurricane Jose threatened the Lesser Antilles within days of catastrophic damage by Hurricane Irma, especially in Barbuda, which was 95% destroyed by Irma.
As Jose neared the Bahamas, somewhat favorable conditions allowed for intensification.
 Jose produced a storm surge along the Atlantic coast, with the highest rise recorded at 3.14 ft (0.96 m) in Wachapreague, Virginia.
However, for unknown reasons, Jose failed to intensify beyond 90 mph, despite the pressure was still dropping.  Initially, the depression had well-defined upper-level outflow, though the low-level circulation was poorly defined. Jose developed from a tropical wave several hundred miles east of the Windward Islands on October 17.
On Nantucket, wind gusted to 62 mph (100 km/h), and rainfall at the airport reached 6.48 in (165 mm).  The Federal Emergency Management Agency assembled a seven-member Mobilization Center Management Team, with ice and water being pre-staged at Roosevelt Roads Naval Station.  The storm brought heavy winds and rain to Ocean City, Maryland on September 19, with large waves and strong currents flooding a parking lot at the Ocean City Inlet.
About 516 of the people were housed in emergency shelters.
 In Sint Maarten, which is the Dutch portion of the island, sustained winds of 75 mph (121 km/h) and a gust to 100 mph (160 km/h) were reported at the Princess Juliana International Airport, while a rainfall total of 13.75 inches (349 mm) was observed in Pointe Blanche.
A westward-moving tropical wave exited the west coast of Africa on August 31.  After t-numbers on the Dvorak scale reached 4.0 and a reconnaissance aircraft flight reported winds of 84 mph (135 km/h), it was estimated that Jose became a hurricane at 1800 UTC on October 19.  Rough seas prompted suspensions of ferry service to and from the island.
Due to it's impact, Jose was retired in the spring of 2024.

Sustained winds of 44 mph (71 km/h) and a gust up to 52 mph (84 km/h) was recorded on Saint Thomas.  Jose rapidly accelerated and quickly weakened back to a tropical storm by early on October 25. These conditions downed trees and power lines, disrupting travel and leaving more than 43,000 people without electricity. Additionally, the police department activated all 18,000 of its officers.
In the capital city of Gustavia, a sustained winds speed of 62 mph (100 km/h) and a gust up to 74 mph (119 km/h).  The northern convective band moved over New England while the center drifted southeast of Cape Cod.  It is estimated that the depression strengthened into Tropical Storm Jose at 0600 UTC on October 18.
a Red Cross office in St. Vincent de Paul also distributed rice and beans to 2,000 people, while the National office of Disaster Services provided plastic sheeting and water bottles.  Overall damage was relatively light, amounting to $337,000.  The storm developed an eye-like feature and symmetric, radial convection as it tracked west-northwest under the influence of a subtropical ridge. Early on October 19, the hurricane watch was extended to include Martinique, Guadeloupe, Antigua, Barbuda, Montserrat, St. Kitts, Nevis, and Anguilla, as well as St. Eustatius, Saba, St. Maarten, St. Martin, and St. Barthelemy shortly thereafter. Steering currents were lacking in the Gulf at this time, causing Jose to remain nearly stationary, causing record high rainfall in the Panhandle. In the incident, Jose caused 954 fatalities and $24.5 billion in damage.
The depression intensified and was subsequently upgraded to Tropical Storm Jose on October 18. Jose developed into a tropical storm on September 5 from a tropical wave that left the west coast of Africa nearly a week prior.
Overall, losses in the United States Virgin Islands reached $20,000.
A sustained wind speed of 28 mph (45 km/h) and gust up to 37 mph (60 km/h) was measured in Ceiba.  Upon doing so, Jose, along with Irma nearing landfall in Cuba as a Category 5 hurricane, marked the first time two Atlantic hurricanes had maximum sustained winds of at least 155 mph (250 km/h) occurring simultaneously.
